The week of 17 to 24 July was among the most violent of the entire war. American forces struck Iran on thirteen consecutive nights and pushed deeper inland than at any earlier point, Iran fired missiles and drones back across five countries, the Houthis opened a second front by attacking Saudi tankers in the Red Sea, Brent crude climbed above $100 a barrel for the first time since May, and the United States lost its first troops to Iranian fire since March. By the morning of 24 July, as US forces completed that thirteenth straight night of bombing, Iran had once again rejected an American ceasefire offer. Almost five months after the war began with Operation Epic Fury on 28 February, the June truce that was meant to reopen the Strait of Hormuz is now dead in all but name, and the plain truth is that neither side is winning while neither is willing to stop.

What follows sets out how the week unfolded, what was damaged and who was killed, what Washington and Tehran are actually saying, and where the conflict appears to be heading.

If there is a single thread that ties the week together, it is that both sides stopped confining themselves to purely military targets and began going after the things a country needs simply to function. Ever since the June truce fell apart, US Central Command had been hitting Iranian military and maritime sites on a near-nightly basis, but around 17 July those strikes started reaching much further inland than before, striking cities like Ahvaz, Yazd and Lar in addition to the familiar coastal belt of Jask, Sirik, Bushehr, Bandar Abbas and Qeshm, and they increasingly landed on the ordinary machinery of the economy rather than on soldiers, hitting highway and railway bridges, a road tunnel, coastal radar stations, and the electrical grid. The American military described all of this as an effort to weaken Iran's ability to threaten shipping while it enforced a naval blockade of Iranian ports, a blockade it had reimposed on 14 July, but the practical effect was to bring the war home to Iranian civilians in a way the earlier phases had not.

Iran, unable to answer American firepower directly, chose instead to copy the same approach and turn it against the smaller Gulf states that host US forces, so that over the course of the week its missiles and drones struck or were shot down over Kuwait, Jordan, Bahrain, Iraq and Qatar. Then, on 23 July, the war spread wider still when the Iran-aligned Houthis of Yemen claimed to have hit two Saudi oil tankers in the Red Sea and moved to blockade Saudi ports, opening a second maritime chokepoint around the Bab el-Mandeb strait, which is precisely the route that shippers had been using to avoid the dangers of Hormuz, and by the end of the week at least seven vessels had already changed course to stay clear of it. What had started as a standoff over one narrow waterway was, within a matter of days, threatening two of them at once.

The sense of a steadily climbing ladder was hard to miss. American forces completed their ninth consecutive night of strikes on 19 July, a twelfth on 23 July, and a thirteenth on 24 July, and alongside the strikes themselves President Trump kept raising the stakes rhetorically, threatening at various points to seize Iran's Kharg Island oil terminal with ground troops, to bomb the deep-underground complex known as Pickaxe Mountain, and to destroy one Iranian bridge or power plant in return for every attack on shipping in the strait. Each of those threats pointed at targets — the country's main oil-export hub, its nuclear-linked sites, its national grid — whose destruction would be far harder to undo than anything that had been hit so far, which is part of what made the week feel less like a plateau and more like the approach to a cliff.

The most telling damage of the week fell not on front-line military units but on the infrastructure that keeps people alive, and the clearest single example came in southern Iran, where a strike destroyed the raw-water intake station and the electrical transformer at the Bonji desalination plant west of Jask and left roughly 10,000 people across twenty villages without drinking water, according to Iran's national water company. American officials did not confirm that they had targeted the plant, and it is genuinely unclear whether it was hit on purpose, damaged by spillover from a strike on something nearby, or destroyed by mistake, but the consequence on the ground was the same either way. Around the same time Iran's Energy Ministry admitted for the first time in the entire war that the country's power infrastructure was under attack, and it went so far as to ask people in the sweltering southern provinces to conserve electricity, while a series of strikes on bridges near Bandar Abbas and Bandar-e Khamir appeared designed to sever Iran's most important port from the roads leading toward Tehran, one of which reportedly killed eight people.

Iran inflicted almost the mirror image of this damage on the opposite shore of the Gulf, setting two Kuwaiti power-and-desalination plants ablaze within the space of two days, injuring firefighters and workers in the process, and forcing Kuwait — a country that draws roughly nine-tenths of its drinking water from desalination — to shut down some of its generating units as a precaution. It is worth pausing on how bleak and how symmetrical this has become, because both governments are now methodically wrecking the water and power systems on either side of the same narrow sea, in a part of the world where desalination is not a luxury but the very thing that makes human settlement possible in the first place.

The human toll rose everywhere. For the United States, the week brought the first combat deaths from Iranian fire since March, when two soldiers — First Lieutenant Tyler Feehan, twenty-five, and Private Isabella Gonzales, nineteen — were killed in an Iranian strike on Muwaffaq Salti Air Base in Jordan, along with a third soldier, Sergeant Angel Rampersad, twenty-eight, while a fourth, Sergeant Michael Swinton, thirty, died in Iraq on 19 July during a controlled detonation of a downed Iranian drone at Erbil, and the number of American wounded climbed past four hundred, most of them suffering from traumatic brain injuries. Inside Iran, the authorities reported dozens killed and more than four hundred wounded in strikes since late June, with the death toll for this latest phase of the war put at around fifty, even as the cumulative figure for the whole conflict is placed at roughly 3,500 by Iranian bodies and at 6,000 or more by American and Israeli estimates, and a separate apparent Iranian strike killed at least nine people at a facility belonging to the Kurdish opposition group Komala in northern Iraq. All of these numbers come from parties with a stake in the outcome and are difficult to verify independently, and they should be read with that caution in mind.

For all the destruction on the ground, it is the economic damage that has begun to outrun the military story, because traffic through the Strait of Hormuz fell to single digits on some days against a pre-war norm of well over a hundred vessels, and Brent crude, which had been sitting near $88 a barrel in the middle of the week, pushed above $100 on 23 July for the first time since May as the new Red Sea front opened up. The cost to Washington is no longer an abstraction either, since Defense Secretary Pete Hegseth told a Senate hearing on 21 July that the war had already cost the United States $37.5 billion, a figure he disclosed as part of a request that set aside nearly $70 billion for the Iran war within a $1.5 trillion defense budget.

Trump's language grew steadily harder over the week even as his negotiators quietly kept a line open to Tehran, and the mixture is worth understanding because it captures the whole American posture: he told the public that the United States was "winning big in Iran," he promised to hit Iranian bridges and power plants in return for every strike on shipping, and he raised the possibility of seizing Kharg Island and bombing Pickaxe Mountain, all while insisting that a deal remained available so long as Iran accepted it more or less on his terms. What complicates that picture is that he is now running into resistance at home, because on 23 July the House of Representatives voted 214 to 208, for the second time, to bar him from continuing the war without the approval of Congress, with four Republicans breaking ranks to join the majority. The resolution is a concurrent measure that carries no force of law, and a parallel effort in the Senate fell just short, but taken together the votes are a real sign of unease on Capitol Hill about how much the war is costing, how many Americans it is killing, and how far its boundaries keep expanding.

Tehran, for its part, has answered with open defiance from a leadership that pointedly stays out of sight. Supreme Leader Mojtaba Khamenei, who was elevated to the post in March after his father was killed in the opening strikes of the war, has still not been seen or heard from in public, so the regime's message has been carried instead by its advisers and commanders, chief among them Mohsen Rezaee, who warned that Iran would shift to "full-scale offensive operations" if the American strikes continued and that it would recognize "no political boundaries" when it did. Foreign Minister Abbas Araghchi, meanwhile, dismissed the American approach as "irrational, excessive, and hegemonic," and on 24 July Iran formally rejected a US ceasefire proposal that had been carried to Tehran by Iraqi Prime Minister Ali al-Zaidi, with Iranian officials explaining that they had no interest in a temporary arrangement that left the one question they actually care about — who controls the Strait of Hormuz — unanswered. At the same time, voices in the Iranian parliament grew louder in calling for the country to withdraw from the Nuclear Non-Proliferation Treaty and to strike the infrastructure of America's regional allies, and the judiciary announced that it had issued indictments against both Trump and Netanyahu.

The distance between these two positions is not a matter of tone or misunderstanding but something closer to a genuine deadlock, because Washington wants a strait that is safe and open and treats a settlement as possible only from a position of clear military dominance, while Tehran regards its ability to threaten that same strait as the single piece of leverage it has left and refuses to bargain it away in a truce it fully expects to be short-lived. As long as each side's minimum demand is the thing the other side is least able to give, it is hard to see where an agreement would even begin.

Regional spillover and the nuclear question

The most unsettling feature of the whole situation remains how far the fighting has spread beyond the two countries that started it, because Kuwait, Jordan, Bahrain, Qatar and Iraq have all now been on the receiving end of fire or have had to shoot it down, a child was wounded by falling debris in Doha, and the Houthi assault on Saudi tankers has drawn the Red Sea and the Bab el-Mandeb strait into a conflict that began hundreds of miles away, prompting the European Union to reinforce its own maritime mission in the region. Every additional country that gets pulled in raises the odds that a single strike killing large numbers of people forces a sudden and uncontrolled escalation that no one actually intended.

The nuclear dimension of the war stayed quiet this week, but it did not go away. No Iranian nuclear site was struck during the period, and the International Atomic Energy Agency has reported no evidence that Iran has resumed enriching uranium, yet the Agency still has no access to the facilities that were damaged earlier in the war, which means it has effectively lost track of a stockpile that is understood to contain enough near-weapons-grade material for something like ten bombs if it were enriched further. With Trump openly threatening to strike Pickaxe Mountain and with Iranian lawmakers pressing to leave the Non-Proliferation Treaty, the possibility of a sharp escalation centered on the nuclear program is still very much alive on both sides, even if it slipped into the background this particular week.

The most honest thing that can be said is that the war has settled into a grinding stalemate in which each side is able to inflict serious pain on the other without being able to force any kind of decision. The United States can strike almost whenever and wherever it likes, and it has done real damage to Iran's infrastructure, and yet it still has not achieved the open, secure strait it says the whole campaign is about. Iran cannot match American firepower and has had to watch its ports, bridges and utilities battered night after night, and yet it has managed to keep the strait effectively closed and to pull half a dozen of its neighbors into the line of fire. Diplomacy, for now, exists only as a channel that both sides keep open even as they go on bombing through it, and Iran's flat rejection of the latest proposal is a fair measure of how little that channel is currently carrying.

Three things, more than any others, will decide whether the coming days bring some cooling off or another lurch upward. The first is the question of targets, because if the United States moves from merely threatening Kharg Island, the power grid and Pickaxe Mountain to actually striking them, it will cross a line from damage that can be repaired to damage that is strategic and lasting, and a direct hit on the grid could, by Iran's own signaling, be the trigger that sends the Houthis to close the Red Sea entirely. The second is the pull of deadlines, because Iranian officials have attached specific timelines to their threats of "full-scale offensive operations," and threats made that precisely tend to create their own pressure to follow through once the clock runs out. The third is the price of oil and the patience that lies behind it, because with Brent already above $100, with a squeeze now building at two chokepoints instead of one, and with the American war bill climbing toward $70 billion, it may in the end be the economic clock rather than the military one that finally moves the two governments.

For the moment, though, the safest conclusion is the same one that has held for several weeks, only more firmly than before: the war has no visible off-ramp, the diplomacy is on life support, and the decisions that will matter most are being taken in Tehran, in Washington, and in the Gulf capitals now sitting within range of Iran's missiles — and, more and more, in the shipping lanes through which the world's oil still has to pass.

A Week of Deepening US–Iran Strikes as Oil Tops $100

This past week may be remembered as the moment the June ceasefire between the United States and Iran finally fell apart. In the space of seven days, the two sides went from an uneasy truce to near-nightly air strikes. Iran fired missiles and drones at half a dozen Gulf states, the Strait of Hormuz was effectively closed to commercial shipping, and President Donald Trump declared the ceasefire "over" — then, on Monday, announced that the United States would reinstate a blockade of Iranian ships and act as the strait's self-appointed "guardian." Oil prices rose, and a peace deal that had looked within reach only a month ago now feels like a relic of a calmer moment.

What follows is a plain account of how the week unfolded, what Trump actually said, what happened on the ground today, and what it all adds up to.

The spark came during what was supposed to be a period of calm. The funeral of Iran's late Supreme Leader, Ayatollah Ali Khamenei, ran through the first week of July, and Washington had treated it as an informal pause in the fighting. Instead, Iranian forces used the window to attack commercial vessels in the Strait of Hormuz. The United States answered with more than eighty strikes on Iranian targets, including the Kharg Island oil terminal and the ports at Bandar Abbas, Sirik and Qeshm. From there, the week became a fast back-and-forth in which each side hit harder than the last.

By 9 July the exchanges had widened dramatically. Iran launched one of its broadest salvos of the war, firing ballistic missiles and drones not only at a U.S. base in northern Jordan but also at Bahrain, Kuwait and — for the first time in this conflict — Qatar. Gulf air defenses intercepted much of the incoming fire, but not all of it, and the strikes made clear that Iran was willing to put the territory of America's Gulf partners directly in play. The United States responded with successive waves of strikes, hitting around 140 Iranian military sites in a single night and more than 300 targets across three nights.

The pattern held into the weekend. After an attack on a Cyprus-flagged container ship, the U.S. carried out what was by then its fourth strike package in a week and bombed Iran on two consecutive nights. By Sunday, Iran declared the Strait of Hormuz closed "until further notice." U.S. Central Command rejected the claim, insisting the waterway was still passable, but in practice commercial traffic had already dried up. The disagreement over whether the strait is open or closed has itself become part of the standoff.

President Trump's language hardened steadily over the week, and his statements are worth reading closely because they set the tone for everything else. Midweek, wrapping up a NATO summit in Ankara, he declared the ceasefire finished and made no attempt to soften it. "I don't want to deal with them anymore," he said of Iran's leaders. "They're scum."

On Friday he put the position in writing. "The Islamic Republic of Iran has asked us to continue 'talks,'" he wrote on Truth Social. "We have agreed to do so, but the United States has stated to them, in no uncertain terms, that the cease fire is OVER." It was a deliberately mixed message: the door to negotiations left open, but the truce itself declared dead. Trump added that he had little faith any talks could produce a credible deal, even as he allowed his negotiators to keep talking.

Then, on Monday, he escalated again — this time rhetorically raising the stakes over the strait itself. Trump said the United States would reinstate a blockade of Iranian ships in the Strait of Hormuz, describing the U.S. role as that of a "guardian" of the waterway and suggesting that other ships could be charged for passage. The irony was hard to miss. Controlling transit and collecting fees was precisely the leverage Iran had been trying to seize for itself; Trump's answer was to claim that role for the United States instead. Whether Washington can actually enforce such a blockade — and how Iran responds if it tries — is now one of the central questions of the conflict.

Overnight into Monday, 13 July, the two sides traded fresh strikes yet again. U.S. Central Command said American forces had carried out another round of attacks aimed at degrading Iran's ability to threaten shipping, hitting dozens of targets that included Iranian air-defense systems, coastal radar sites, and missile and drone facilities. The choice of targets fits a clear logic: knock out the sensors and launchers Iran needs to menace the strait, and the strait becomes easier to reopen by force.

Iran hit back across the Gulf. According to Iranian state media, its strikes targeted U.S. military bases in Kuwait, Bahrain, Jordan, Oman and Qatar — an even wider spread than the salvo a few days earlier, and a sign that Tehran intends to keep raising the cost of America's regional presence rather than absorb strikes quietly. Markets reacted immediately. Brent crude for September delivery rose about 2.8 percent on Monday morning to around $78 a barrel, as traders once again priced in the risk that a fifth of the world's oil could be caught in the crossfire.

The plainest conclusion is that the June ceasefire is over in everything but the paperwork. The interim deal signed last month was meant to reopen the Strait of Hormuz and give the two sides sixty days to negotiate a lasting settlement. A week of nightly strikes and a closed strait have overtaken it. The one thread still holding is that both sides say they are willing to keep talking — but talking while bombing is a fragile arrangement, and Trump himself has said he doubts it will lead anywhere.

It is also striking how little either side is truly winning. The United States can strike Iran almost at will and has clearly hurt its military infrastructure, yet it has not achieved the one thing it says it wants: a safe, open strait. Iran cannot match American firepower and is watching its ports and oil facilities get pounded, yet it has kept the strait shut and dragged five Gulf states into its line of fire. Each side is imposing heavy costs on the other without forcing a decision. That is the recipe for a grinding stalemate rather than a quick resolution.

The most worrying feature of the week is how far the fighting has spread beyond Iran and the United States. By striking Kuwait, Bahrain, Jordan, Oman and Qatar, Iran has turned the Gulf's smaller states into targets, and every such strike raises the chance that one of them is pulled fully into the war or that a stray missile causes a mass-casualty event that forces a sharp escalation. Trump's blockade announcement pushes in the same direction: if the U.S. Navy begins stopping or charging ships in the strait, the odds of a direct naval clash go up.

For now, the safest thing to say is that the war has returned to a dangerous rhythm, the diplomacy is on life support, and the Strait of Hormuz — and the price of oil that flows through it — will keep the rest of the world anxiously watching. The decisions that matter most this week are being made not in the markets but in Tehran, Washington and the Gulf capitals now within range of Iran's missiles.

The Ceasefire Collapses: A Week of US–Iran Escalation Over the Strait of Hormuz

Russia’s claim to have captured Kostiantynivka runs ahead of the facts on the ground. 

When Moscow announced the city had fallen on 3 July, independent analysts still put Russian control at little more than a third of it, and much of that was not firmly held.

The town is Russia’s biggest prize of the year, and a sign of how little that now buys. 

Kostiantynivka opens the southern door to Sloviansk and Kramatorsk, Ukraine’s last fortified stronghold in Donetsk. Russia is taking it a few dozen metres at a time, and paying heavily for each.

Russia is still attacking, but it has lost the initiative. 

Through the spring and into June it gave up more ground than it seized, its worst run since 2024, and outside analysts now say Moscow no longer sets the pace of the war.

Ukraine has taken the war to Russia’s rear. 

Its drones and missiles have knocked out a large share of Russian oil refining, between a quarter and a third by most counts, and forced President Putin to admit publicly to a fuel shortage.

The front is settling into something close to a freeze, but the war is far from over. 

Talks remain stuck on the Donbas, the very ground being fought over at Kostiantynivka, and both sides are stepping up long-range strikes rather than easing off.

Moscow declared victory on 3 July. The Defence Ministry, backed by Kremlin spokesman Dmitry Peskov, said Russian troops had taken Kostiantynivka, a city of some 67,000 people before the war in the middle of Donetsk oblast. Kyiv flatly denied it. Ukraine’s General Staff said its own command and mapping systems still showed fighting inside the town, with Ukrainian troops holding contested ground. On the substance, the independent trackers sided with Kyiv. As of 1 July, the Institute for the Study of War reckoned Russian forces had pushed into only about a third of the city, and that most of that had come in June alone. Many of those footholds, it cautioned, were thin infiltrations rather than ground Russia actually controlled.

The gap between what Moscow says and what it holds has itself become part of the story. On 29 June, Putin claimed his troops held 96 percent of the city and stood a few kilometres from Kramatorsk. ISW’s mapping put the real share far lower and the distances far greater. The institute has also noted that some Russian “flag-raising” videos may be staged or AI-generated, and that senior commanders have overstated their gains in set-piece briefings all year, aiming as much at Western opinion as at their own public. For anyone trying to read the battle honestly, the messaging matters less than a plain fact: the advance is slow, contested and unfinished.

None of this makes the town unimportant. Kostiantynivka is the southern gateway to the Sloviansk–Kramatorsk urban area, the heart of what remains of Ukraine’s fortified belt in Donetsk. It stands in the same line as Avdiivka, which fell in early 2024, and Chasiv Yar, which fell in 2025. Russia switched its main summer effort here after its drive on Sloviansk lost momentum, pressing up from the south along the Donetsk–Kramatorsk highway. It has committed real weight to the fight, by ISW’s account a full combined-arms army and more. And still the advance crawls: CSIS clocked Russian progress around the town at roughly 50 metres a day.

2.What it means: attrition and a lost initiative

Step back from Kostiantynivka and the wider trend runs the other way. For all its effort, Russia gained barely 30 square kilometres across the entire front in June, about a kilometre a day. A year earlier it had taken sixteen times as much in the same month. Once you subtract the ground Ukraine clawed back through counter-attacks, the month tips into the red. Rochan Consulting logged a net Russian loss of around 40 square kilometres, and the Ukrainian monitoring group DeepState summed June up as “one step forward and one step back.”

This is what analysts mean when they say Russia has lost the initiative. CSIS found that Moscow surrendered more territory than it captured across the spring, its first sustained net losses since the summer of 2024. The reasons are consistent wherever you look. Ukrainian drones are thicker over the battlefield than ever. The defences behind the line are deeper. And Ukrainian units are striking Russian supply routes well before the front, wearing down assault groups before they can even form up.

The cost in lives sits underneath all of it. CSIS estimates the two armies together have now taken more than two million casualties since February 2022, with Russia carrying the heavier load, perhaps 1.4 million including on the order of 450,000 dead. Ukraine’s losses are grievous but smaller. What stands out is the exchange rate. Russia still fields far more men at the front, Zelensky has described being outnumbered eight to one around Pokrovsk, yet it is losing them at roughly that same ratio. Moscow has the manpower to keep pushing. It has less and less to show for it.

As the front has slowed, Ukraine has shifted its weight to Russia’s rear. It ran more than 300 longer-range strikes in June, well up on May, and the campaign against refineries and defence plants has grown sharply through the year. By Meduza’s count, Ukrainian drones and missiles have now hit almost every major Russian refinery, from Moscow and St Petersburg out to the Urals and the Black Sea coast, leaving only a couple of large plants untouched. Recent targets have included a refinery more than 1,000 kilometres inside Russia, an arms plant at Volgograd, a Lukoil refinery on the Volga, and military sites at Penza.

The damage is now impossible for Moscow to hide. Estimates of how much refining capacity has been knocked out vary, from under a third in most Western reporting to the 42 percent Ukraine claims, but the effect on the ground is the same. Petrol output is down sharply, more than half of Russia’s regions have rationed fuel sales, and Putin has admitted to a “fuel supply squeeze” while floating a ban on diesel exports. He also turned down a Ukrainian offer for both sides to stop the deep strikes, which says something about how each capital reads the leverage. By one Bloomberg assessment, air-raid alerts have now sounded across regions holding more than 70 percent of Russia’s population.

These strikes do not take ground, and they are not a war-winning weapon on their own. Russia has answered them by hitting back harder, not by backing down. Its missile and drone barrage on Kyiv over the night of 1–2 July, among the heaviest of the war, killed around twenty civilians and was cast in Moscow as payback for the refinery attacks. So the two campaigns feed each other. But the more lasting effect is behind the lines. By draining fuel, ammunition and command links, Ukraine is thinning the very supply base that offensives like Kostiantynivka depend on, and it is making ordinary Russians feel a war that, until recently, most of them did not.

4.Trajectory: a freezing front, an unfrozen war

Put it together and you have a front that is hardening in place. Gains on both sides are measured in metres. Russia’s net advance has turned negative. Ukrainian counter-attacks near Lyman and in the south have steadied lines that looked shaky a year ago. But a frozen front is not the same as a finished war. As CSIS points out, Russia keeps fighting because Putin has chosen to, and he has given no sign of stopping. Ukraine, for its part, shows no sign of breaking. The likeliest near future is more of this same grind, rather than either a Russian breakthrough or an agreement to halt.

More and more, the fighting exists to strengthen a hand at the negotiating table. The diplomacy under the Trump administration has produced plenty of meetings and no settlement: talks in Geneva in February, an earlier round in Abu Dhabi that went nowhere, a three-day ceasefire in May that did not hold. Kyiv suggested late last year that most of a framework was agreed, but the hard part never moved, and the hard part is territory. Russia wants the whole of the Donbas. That is precisely what Kostiantynivka and the fortified belt behind it are about. Whoever holds Sloviansk and Kramatorsk holds the rest of Donetsk, and with it the core of any land-for-peace bargain. The town is a bargaining chip as much as a military objective.

Two things could break the pattern. The first is Russian expectation-setting drifting ever further from reality. Zelensky notes that Moscow has now moved its own deadline for taking the Donbas fifteen times, and currently points to the end of 2026, which reads less like a plan than like a country settling in for a long war. The second is the north. Ukraine’s commander-in-chief, Oleksandr Syrskyi, has warned that Russia may open a new line of attack there, most likely a push from Bryansk toward Chernihiv meant to stretch Ukrainian forces thin. Against both, Western support keeps arriving: a large EU financing package, new fighter jets from Sweden, and a NATO cell now handling the bulk of arms deliveries.

For the coming months, the base case is continuity. Russia probably finishes taking Kostiantynivka but cannot turn it into a real breakthrough toward Kramatorsk and Sloviansk this year. The ground behind the town is open, mined and watched by drones, which favours whoever is defending it. Expect steady Russian pressure at Kostiantynivka, Pokrovsk and Lyman, matched by Ukrainian counter-attacks that keep the overall map close to still.

Three things are worth watching for a genuine shift. First, whether Russia can mount a second major effort after Kostiantynivka, or whether this summer’s win, as one prominent battlefield mapper put it, leads nowhere else this year. Second, whether the fuel crisis actually changes Moscow’s calculations on talks, or merely prompts it to repair refineries and dig in. Third, whether the strike-and-counterstrike cycle keeps climbing, especially as Ukraine reaches for longer-range missiles and Russia hammers Ukrainian cities and power grids heading into winter.

Kostiantynivka, in the end, is both Russia’s biggest success of the year and a clear illustration of why that success no longer adds up to much. The front is drifting toward a stalemate that neither side wants to put its name to, even as the war climbs into the air through long-range strikes. For now, the fighting is less about breaking through than about deciding who walks into an eventual negotiation over the Donbas with the stronger hand, a negotiation that, for all the diplomatic motion, remains unresolved.

After eleven months of grinding attrition, the Russian Armed Forces have broken into Kostiantynivka, the southern anchor of Ukraine’s “fortress belt” in Donetsk Oblast, and are steadily overrunning the urban area. The breach is strategically significant for one reason above all: it is the first of the four fortress-belt cities to be seriously penetrated, and it opens the southern approach to the Sloviansk–Kramatorsk agglomeration — the last major bloc of Ukrainian-held urban terrain in the east and the backbone of Ukraine’s defence since 2014.

This assessment examines (i) how the battle developed and where it stands, (ii) the operational and strategic meaning of the city for each side, (iii) the wider campaign for the fortress belt and the two-pincer envelopment Russia is attempting, (iv) the structural vulnerabilities the battle has exposed in Ukraine’s drone-centric defence, (v) the interaction between the battlefield and the parallel diplomatic track, and (vi) four scenarios for the coming six to twelve months. 

The central judgment of this assessment is that the fall of Kostiantynivka would be tactically decisive but strategically incremental: it materially advances Russia’s Donbas campaign and strengthens Moscow’s negotiating claim over the whole of Donetsk, but it does not by itself collapse Ukraine’s front, and on present rates of advance the complete reduction of the fortress belt remains a multi-year undertaking rather than an imminent one.

Strategic context: how the battle developed

Russia designated the full seizure of Donetsk Oblast its principal war priority for 2026. Following the capture of Toretsk in August 2025, Kostiantynivka became the immediate operational objective on the southern axis. By 23 August Russian forces had taken the intermediate village of Kleban-Byk, and the first infiltration attempts into the city itself followed at the end of October 2025, with assault groups probing from the southeast. An estimated 4,800 residents remained by early November; that figure had fallen to roughly 2,500 by April 2026 as humanitarian teams evacuated civilians under constant drone presence.

Through the winter the Russian command prioritised the strangulation of the garrison’s logistics over frontal assault. In December 2025 its forces reached the T-0504 Bakhmut–Pokrovsk highway and began advancing toward the railway station; by February 2026 they had secured full control of the Kleban-Byk reservoir and struck the dam near Osykove, flooding low ground and rendering the Oleksiievo-Druzhkivka–Kostiantynivka road impassable. This methodical degradation of supply routes — roads, bridges and the canal line east of the city — rather than mass mechanised assault, has been the defining feature of the operation, supported throughout by small infiltrating assault groups, drone reconnaissance and a sustained battlefield air interdiction campaign.

The decisive shift came in spring. ISW assessed that Russia had likely begun its anticipated spring–summer 2026 offensive against the fortress belt in late March, developing from the north through the Lyman direction and from the south through the Kostiantynivka direction. By May the fortress had, in the words of Ukrainian field reporting, already been breached: exploiting weaker and recently formed Ukrainian units such as the 156th Mechanized Brigade, Russian infiltrating groups turned from a manageable set of fires into a tide that proved difficult to stop, streaming through the western half of the city toward the northern entrance. By mid-to-late June, Ukrainian commanders described their forces as being in semi-encirclement, factories had begun evacuating from Kramatorsk to the rear, and fighting had reached the central districts, the industrial zone and the zinc plant.

I.The contested city: value, control, and the limits of the claim

The value of Kostiantynivka is positional rather than intrinsic. The city itself is destroyed and very nearly depopulated; its worth lies entirely in the door it opens. It forms the southern tip of the fortress belt — a roughly fifty-kilometre chain of four fortified cities (Sloviansk, Kramatorsk, Druzhkivka and Kostiantynivka) reinforced continuously since 2014 and connected by the H-20 highway that has served for years as the backbone of Ukraine’s defence in Donetsk. Its capture would furnish Russia with a forward bridgehead and staging area against the Sloviansk–Kramatorsk agglomeration, the principal remaining urban objective in the oblast. As one Ukrainian commander on the ground put it, the city is the gateway to the agglomeration, and its fall removes the southern keystone of the entire defensive arch.

How much of the city Russia actually holds is genuinely uncertain, and the uncertainty is instructive. Russian milbloggers describe a near-complete capture — control of some eighty per cent of the city and a collapse of organised Ukrainian defence — with assault units already orienting toward Druzhkovka and Kramatorsk. The most cautious credible assessment, that of ISW, has consistently described a more granular picture: Russian infantry infiltrating individually at intervals of several hours, with an estimated one hundred to two hundred and fifty servicemembers operating inside the built-up area at the point of breakthrough. Critically, ISW noted that geolocated combat footage was dispersed across a wider area than such a force could physically hold, indicating that the footage was filmed over a period of time and warning explicitly against the maximalist “control” figures circulating in Russian outlets. Earlier in the battle, geolocations showed Russian and Ukrainian positions interspersed to the point where the front line could not be cleanly drawn; Ukrainian troops at one stage captured a Russian soldier near the central railway station, indicating continued Ukrainian presence in the centre even as Russian infiltration deepened.

The accurate characterisation as of late June is therefore a deep and consolidating penetration rather than a completed encirclement. The city is being lost; but the “cauldron” rhetoric runs ahead of the verified evidence, and the distinction matters for any judgment about what comes next.

II.Significance for Russia: the envelopment design

For Moscow the deeper operational logic is envelopment rather than frontal reduction. The stated intention, articulated openly by Russian analysts, is to repeat the approach used at Pokrovsk (Krasnoarmeysk) by attempting a deep envelopment of the entire Sloviansk–Kramatorsk agglomeration. That manoeuvre takes shape only once both anchors are secured — the southern anchor at Kostiantynivka and the northern anchor near Lyman (Krasny Liman). Kostiantynivka is thus one of two pincer arms, and a necessary but far from sufficient condition for the maximal Russian aim of controlling the whole of Donetsk Oblast.

The constraint on this design is force geometry. Independent assessments of the Russian order of battle suggest that of the formations engaged across the belt — elements of the 20th and 25th Combined Arms Armies in the Lyman direction and the 8th Combined Arms Army and 3rd Army Corps in the Kostiantynivka direction — only the 3rd Combined Arms Army has been positioned to drive directly on the agglomeration, and that force stalled after a month of tactically significant advances east of Sloviansk. ISW has assessed that attempting such an operation without mutually supportive flanking advances would likely inflict critically high casualties for disproportionately minimal gains. In other words, the capture of Kostiantynivka is a precondition the Russian command must satisfy precisely because a direct lunge at Sloviansk–Kramatorsk without secured flanks is not militarily viable. Beyond Kostiantynivka, Russian forces will almost certainly turn next to Druzhkivka, which sits in the same valley with an almost continuous residential corridor linking the two cities and which — being closer to the former front line — has been fortified less thoroughly than the cities deeper in the rear.

III.Significance for Ukraine: an anticipated loss with a structural warning

For Kyiv the loss is serious but was largely anticipated. Kostiantynivka functioned for nearly twelve years as a fortified logistics hub deliberately prepared for prolonged defence, and its role in the campaign has been one of planned attrition — trading time and Russian casualties for ground. The genuinely concerning feature for the Ukrainian command is not that the city is falling but the speed at which interior positions were lost, which by several accounts exceeded expectations and was enabled in part by the commitment of weaker, recently raised brigades to a sector that demanded experienced infantry.

The mechanism of the loss exposes a structural vulnerability likely to recur across the theatre. Ukrainian defence increasingly depends on drone strike capability to offset shortages of infantry and artillery ammunition. Yet the effectiveness of drone units is materially degraded in dense urban terrain, precisely where Russian infantry can shelter inside buildings to negate aerial observation, and where Russia has deliberately switched to dispersed single-soldier infiltration designed to overwhelm and distract a drone-based defence. The fortress-belt cities behind Kostiantynivka are larger and, in the cases of Sloviansk and Kramatorsk, better fortified; but the Druzhkivka–Kostiantynivka corridor offers exactly the kind of continuous urban terrain in which the Ukrainian drone advantage is least effective. Where Ukraine has retained the initiative is in deep strikes against the Russian rear — the Crimea and Kerch Strait ferry attacks, the refinery campaign, and a parallel battlefield air interdiction effort of its own against Russian artillery and logistics in the Sloviansk and Kostiantynivka directions — the asymmetric lever through which it imposes costs it cannot impose at the line of contact.

IV.The wider campaign: rates of advance and the multi-year problem

Placed against the arithmetic of the wider front, the fall of one fortress-belt city looks less like a breakthrough and more like the opening move of a campaign measured in years. Roughly nineteen per cent of Donetsk Oblast remained under Ukrainian control in spring 2026, and that sliver — anchored on the fortress belt — is the foundation of the eastern defence. The pace at which Russia is reducing it has slowed markedly. Where Russian forces captured an average of around fifteen square kilometres per day across 2025, in the first quarter of 2026 they advanced an average of roughly 5.5 square kilometres per day. On the basis of late-2025 rates, ISW assessed that Russia would finalise the seizure of the remainder of Donetsk Oblast only around August 2027 — and only on the assumption that it could sustain its rate of advance, which is itself in question given the strain on Russian manpower, the defence-industrial base and the recruitment system.

Two readings follow, and the honest analyst holds both. The fall of Kostiantynivka demonstrates that Russia can still penetrate even heavily fortified urban defences given sufficient time and casualties, bucking the broader trend of offensive stagnation along the rest of the line. But it does so slowly, at a cost, and against a belt whose remaining cities are individually larger and more defensible than anything Russia has taken since 2022. The capture of the southern anchor advances the timeline; it does not compress it into the weeks that maximalist commentary implies.

V.The battlefield as leverage: the parallel diplomatic track

The fate of the war is not being settled at Kostiantynivka so much as by the interaction of attrition rates with a parallel diplomatic process. Even as the battle peaked, European capitals and Kyiv were reported to be exploring the conditions for negotiations, while Moscow’s stated position holds that controlling the whole of Donbas and reaching a settlement with Ukraine are not mutually exclusive. Territorial facts such as Kostiantynivka therefore function principally as leverage: Russia is converting battlefield momentum into a maximalist negotiating claim over the entirety of Donetsk Oblast, and in particular into the demand that Ukraine cede the fortress belt without a fight — a demand whose attraction for Moscow lies precisely in the years of costly urban warfare it would otherwise require.

This frames the stakes of the city’s fall in their proper terms. The argument advanced by Ukrainian officials and a number of Western analysts is that surrendering the belt by negotiation would hand Russia, at the conference table, the operational prize it cannot reliably seize by force — and would open routes westward toward Kharkiv, Dnipro and Zaporizhzhia that the belt currently blocks. The counter-argument, implicit in Moscow’s diplomacy, is that the trajectory is now set and that formalising it would spare both sides further attrition. Which of these prevails is a political question that the battlefield informs but does not decide.

VI.Scenarios for the next six to twelve months

Drawing the strands together, four scenarios appear plausible. Probabilities are this analysis’s assessment and reflect the situation as of late June 2026; they are intended as structured judgment, not precision.

Scenario A — Sequential reduction continues (probability ~45%).

 Kostiantynivka falls fully over the summer; Russian forces consolidate and turn to Druzhkivka along the continuous urban corridor, making slow, costly creeping gains while the northern pincer grinds forward from Lyman. The fortress belt is progressively reduced but not collapsed within the year, consistent with the slowing rate of advance and ISW’s multi-year projection. This is the most likely near-term trajectory: it extrapolates the observed pattern without assuming either a Ukrainian breakdown or a Russian culmination.

Scenario B — Negotiated cession of the belt (probability ~20%).

 The parallel diplomatic track produces a settlement or freeze in which Ukraine cedes all or part of Donetsk, including the fortress belt, in exchange for broader guarantees. Russia secures by negotiation the prize it cannot cheaply take by force. The probability is conditional on factors external to the battlefield — the durability of Western support, domestic politics in Kyiv and Washington, and the credibility of any guarantee — and the city’s fall strengthens Moscow’s hand in exactly this scenario.

Scenario C — Ukrainian stabilisation behind the belt (probability ~20%).

 Having traded Kostiantynivka for time and Russian casualties, Ukraine stabilises on the stronger defences of Druzhkivka, Kramatorsk and Sloviansk, where fortification is deeper and the urban mass larger. Russia’s southern pincer culminates short of the agglomeration, its 3rd Combined Arms Army unable to drive directly on Sloviansk without secured flanks. The front in eastern Donetsk hardens into a slow-moving stalemate.

Scenario D — Accelerated collapse of the belt (probability ~15%).

 The loss of the southern anchor cascades: Druzhkivka’s thinner fortifications give way quickly, the drone-centric defence proves unable to hold the continuous urban corridor, and the agglomeration is placed under direct threat within the year. This is the maximalist Russian case. It cannot be excluded — the speed of the Kostiantynivka breach is a genuine warning — but it runs against the prevailing rate of advance, the demonstrated difficulty of taking large cities, and the strain on Russian capacity, and is therefore the least likely of the four.

For Russia, the immediate outcome is the near-capture of the fortress belt’s southern anchor after eleven months of attrition; for Ukraine, it is the anticipated loss of a planned attrition position, though faster than expected. Strategically, the city gives Russia a bridgehead and the southern arm of a pincer against Sloviansk–Kramatorsk, while for Ukraine it represents time and Russian casualties traded for ground, with the belt still largely intact behind it. The principal constraint on Russia is force geometry — only the stalled 3rd Combined Arms Army is positioned to drive on the agglomeration, and gains come at high cost — while Ukraine’s principal constraint is the degradation of its drone advantage in continuous urban terrain, compounded by manpower and unit-quality strain. In wider terms, the battle furnishes Moscow with leverage for a maximalist claim over all of Donetsk and a possible negotiated cession of the belt, while Ukraine increasingly relies on deep strikes to impose asymmetric costs in the Russian rear.

Conclusion: a hinge, not yet a turning point

The breach of Kostiantynivka is the most significant development on the eastern front since the fall of Toretsk, and it would be a mistake to minimise it: for the first time, one of the four fortress-belt cities has been seriously penetrated, and the southern approach to the heart of free Donetsk is now open. It conforms to the established pattern of Bakhmut and Pokrovsk — a protracted, costly Russian effort yielding a destroyed city whose principal value is access to the next defended position.

Yet whether this proves a genuine turning point depends on variables not visible in the battle itself: whether Ukrainian manpower and the deeper fortifications of Druzhkivka, Kramatorsk and Sloviansk hold through the summer; whether Western materiel and political support are sustained; and whether the diplomatic track converts battlefield momentum into a negotiated cession. If the belt holds, Kostiantynivka is one more expensive Russian gain in a war of diminishing marginal returns, consistent with a timeline that ISW measures in years rather than months. If it cracks, this will be remembered as the hinge that opened Donetsk. Both readings are presently defensible; confident assertion in either direction reflects the maximalism of the sources rather than the weight of the evidence. The accurate judgment, for now, is that Russia has won the southern keystone of the fortress belt — and that the belt itself, and the war it anchors, remains to be decided.

After eleven months of grinding attrition, the Russian Armed Forces have broken into Kostiantynivka, the southern anchor of Ukraine’s “fortress belt” in Donetsk Oblast, and are steadily overrunning the urban area. The breach is strategically significant for one reason above all: it is the first of the four fortress-belt cities to be seriously penetrated, and it opens the southern approach to the Sloviansk–Kramatorsk agglomeration — the last major bloc of Ukrainian-held urban terrain in the east and the backbone of Ukraine’s defence since 2014. This assessment examines (i) how the battle developed and where it stands, (ii) the operational and strategic meaning of the city for each side, (iii) the wider campaign for the fortress belt and the two-pincer envelopment Russia is attempting, (iv) the structural vulnerabilities the battle has exposed in Ukraine’s drone-centric defence, (v) the interaction between the battlefield and the parallel diplomatic track, and (vi) four scenarios for the coming six to twelve months. The central judgment of this assessment is that the fall of Kostiantynivka would be tactically decisive but strategically incremental: it materially advances Russia’s Donbas campaign and strengthens Moscow’s negotiating claim over the whole of Donetsk, but it does not by itself collapse Ukraine’s front, and on present rates of advance the complete reduction of the fortress belt remains a multi-year undertaking rather than an imminent one.

Battle for Kostiantynivka and the Donbas Fortress Belt

 The MoU is, in the words of one assessment, “all carrot and no stick.” It trades cash and legitimacy for nuclear restraint that is promised but not yet verified. Iran's clerical-military leadership emerges intact and cash-hungry; the United States gets lower oil prices and an exit from an unpopular war; Israel and Iran hawks see strategic objectives abandoned. The agreement could endure if economic incentives hold — or unravel on inspections, a Lebanon flare-up, or domestic politics in either capital.

A memorandum of understanding is a political commitment, not a binding treaty. It records intentions and a sequence of steps, but it carries no automatic enforcement and can be reversed by either government. That distinction matters here: the document ends the shooting phase of the war and sets a 60-day clock, but it converts almost none of its promises into legally guaranteed outcomes. In practice, the MoU does four things.

Stops the fighting and reopens the strait.

 Both sides commit to an “immediate and permanent termination of military operations on all fronts, including in Lebanon.” The U.S. agrees to lift its naval blockade within 30 days and withdraw forces within 30 days of a final deal; Iran agrees to clear mines and allow commercial vessels safe passage, toll-free, for 60 days.

 Iran “reaffirms that it shall not procure or develop nuclear weapons” and agrees to resolve its stockpile of roughly 440kg of 60%-enriched uranium through a mutually agreed mechanism — “at minimum” on-site down-blending under IAEA supervision. Crucially, the technical details are left to later talks.

 The U.S. “undertakes to terminate all types of sanctions” on an agreed schedule, to unfreeze assets, and — “with regional partners” — to assemble at least $300bn for reconstruction. Gulf states are the implied funders; Washington insists U.S. taxpayers will not pay.

Preserves sovereignty and drops regime change.

 Each side pledges to “refrain from interfering in each other's internal affairs,” effectively shelving the regime-change aims voiced early in the war.

 The MoU is deliberately ambiguous on its two most consequential issues. On Hormuz, international law bars tolls for transit through natural straits, yet Iran's lead negotiator has said the strait “will not return to pre-war conditions” and that Iran will “receive a fee for services.” On the nuclear file, down-blending is irreversible and verifiable in principle, but the timing, the fate of the remaining programme, and the scope of inspections are all unsettled. The agreement, in short, buys time and lowers temperature without settling the underlying contest.

Direct U.S.–Iran negotiations — the first sustained channel since 1979 — opened in Switzerland on June 21, 2026, mediated by Qatar and Pakistan. Within two days the mediators announced agreement on a “roadmap toward reaching a final deal within 60 days,” and Vice-President J.D. Vance said the talks set a “good foundation.” Negotiators split into working groups on sanctions relief, the nuclear file, reconstruction, and monitoring. Tehran reported tangible early wins: the U.S. Treasury issued a 60-day waiver letting Iran sell oil and petrochemicals, and Iranian officials said roughly $12bn in frozen assets would be released.

The process is fragile. A presidential threat to “take over” the Strait of Hormuz and resume strikes if Iran did not rein in Hizbullah briefly prompted Iranian negotiators to walk out. And as of June 23–24, a public dispute erupted over inspections: Vance said Iran had agreed to readmit IAEA inspectors, while Tehran denied any such commitment to inspect its war-damaged sites. IAEA Director-General Rafael Grossi insisted oversight “is going to happen.” The gap between what each side says it agreed to is itself a warning about how much remains unresolved.

The politics are equally turbulent. The agreement has drawn 

 in Washington — from Republicans calling it a surrender to Democrats branding it a “horrific” capitulation — and on June 23 the U.S. Senate passed a war-powers resolution (50–48) directing the removal of forces, a symbolic rebuke that does not carry the force of law. 5. Iran at the World Cup: The Deal's Mirror

The contradictions of the U.S.–Iran relationship are on vivid display at the 2026 FIFA World Cup, co-hosted by the United States, Mexico, and Canada — held in the same weeks the MoU was signed. Iran qualified in Group G (with Belgium, Egypt, and New Zealand) and, despite the war, FIFA confirmed it would play all three group matches on U.S. soil: against New Zealand and Belgium at SoFi Stadium near Los Angeles, then Egypt in Seattle. The optics are striking — Iran's national team competing in the territory of the state that, months earlier, was bombing it.

Visas, vetting, and a relocated training camp

Participation was heavily constrained. At FIFA's suggestion, Iran moved its training base from Tucson, Arizona, to Tijuana, Mexico, and the squad flew in via Turkey. The U.S. State Department said visas for players and “necessary support staff” were issued, but it openly framed the vetting in security terms — vowing not to let Iran “sneak terrorists” into the country, with Secretary of State Marco Rubio warning that anyone tied to the Islamic Revolutionary Guard Corps would be excluded. Roughly 14 staff members were denied visas, including a federation vice-president, and Iran was reportedly told the team had to enter and exit U.S. soil around match days (a claim its federation disputed). The treatment of supporters is the sharpest example. FIFA then revoked Iran's standard supporter ticket allocation (about 8% of stadium capacity) because U.S. sanctions — via the Office of Foreign Assets Control — prevent U.S.-based organizers from processing transactions involving Iranian residents. FIFA said it was seeking “compliant solutions” for Iranian fans living outside the country; the Los Angeles area's roughly 140,000-strong Iranian diaspora may furnish much of Team Melli's live support.

 The World Cup is a microcosm of the MoU's central tension. D. Iranian Domestic Realignment — “The Opening” (Wildcard)

What the US-Iran Deal Means, Who Gains, and Where It Could Break

After more than three months of war and two months of an on-and-off ceasefire, the United States and Iran say they are close to signing a written understanding. The document is a memorandum of understanding now commonly called the Islamabad Memorandum, after the role Pakistan played alongside Qatar in mediating. Iranian officials describe it as fourteen points across fewer than two pages. Pakistan's prime minister said a final text had been reached and that it could be signed electronically, without a ceremony and without officials from the two sides meeting in person. Each government would announce it separately. As of mid-June, neither Washington nor Tehran had formally confirmed a final version.

The memorandum is an interim step rather than a full settlement. Its central elements, as described by officials and mediators, are a reopening of the Strait of Hormuz and a lifting of the US naval blockade of Iranian ports, together with a ceasefire extended across all fronts, including Lebanon, for sixty days. During that window the two sides would negotiate a second, more detailed agreement covering Iran's nuclear program and the easing of sanctions. The text is also reported to include mutual pledges not to start a war, not to threaten force, and not to interfere in each other's internal affairs. The most difficult questions are deferred to the follow-on talks, which is part of why a near-term signature is considered possible after repeated earlier predictions of an imminent deal did not hold.

Two different descriptions of the same text

Washington and Tehran describe the agreement in markedly different terms. The US side presents it as a performance-based arrangement: Iran would commit to addressing its nuclear program, including its stock of highly enriched uranium, accept inspections, and limit support for allied armed groups, with economic relief following as those steps are verified. Iranian outlets have published a draft describing the release of about twenty-four billion dollars in frozen assets, reparations, and suspension of oil and petrochemical sanctions. The US president rejected that account, saying it did not reflect what was agreed in writing. The Iranian foreign minister, for his part, urged media on both sides not to speculate about the contents until the text is finalized.

The two readings cannot both be accurate, and the gap between them has not been closed publicly. Whatever is signed, those same disagreements are likely to carry into the sixty-day negotiation.

Hormuz is the point of clearest disagreement and the first that will be tested. Iran closed the waterway to most shipping shortly after the war began, which disrupted oil markets and was a major factor drawing the United States toward negotiations. Tehran has signalled it will reopen the strait but not return it to how it operated before. It has dropped the term tolls, which it acknowledges are not permitted under international law, and has used the term service fees instead, while saying its forces will continue to act when they judge it necessary. Even as the deal was described as close, Iranian forces turned away a tanker and launched drones at commercial shipping that US forces said they shot down; the US says traffic through the strait has continued.

For Washington and Gulf states, returning the strait as close as possible to its pre-war operation is a priority, both for energy flows and to avoid setting a precedent for other waterways. For Tehran, retaining some role in the strait is a point of leverage and principle. Whether the reopening restores normal navigation in practice, or reorganizes Iran's position under a different name, is one of the main questions for the first sixty days.

The nuclear issue, the most consequential, is the one pushed furthest into the future. The memorandum reportedly contains only a commitment to negotiate the suspension of enrichment and the handling of the stockpile during the sixty-day window. The positions remain far apart. The United States has sought a long moratorium, with figures of fifteen to twenty years reported, along with dismantlement of nuclear sites and removal of the highly enriched uranium. Iran has discussed a shorter pause, closer to five years, insists on keeping both its right to enrich and the material itself, and has offered at most to down-blend the stockpile inside the country, under inspection, in exchange for sanctions relief.

Two factors complicate this. Iran is reported to have restricted access to a large quantity of near weapons-grade uranium, including by collapsing tunnels and mining entrances against the possibility of a seizure, which would make the material harder to verify and remove. And Iran's capacity to spread enrichment across many small, concealable sites would require an intrusive inspection regime to monitor. A pledge never to seek a weapon is one Iran has made before; analysts on both sides note that the practical questions of verification and inspection, left for the second agreement, are where the difficulty lies.

On frozen assets, the sequencing is unresolved. Iran wants early access to a substantial sum, with the figure of twenty-four billion dollars recurring and Tehran having earlier sought part at signing and the rest within sixty days; it regards the funds as its own. Washington says relief follows compliance rather than a signature. There have also been reports that the United States weighed using frozen Iranian funds to compensate Gulf states for damage from Iranian strikes, which Iran rejected sharply. Separately, some Gulf states are reported to have explored arrangements to unlock funds in exchange for a halt to attacks, alongside the formal track.

On missiles and allied armed groups, the distance between the stated goals and the reported text is wide. The United States, with Israel pressing from outside the talks, has wanted limits on Iran's ballistic missile program and an end to its support for regional militias. Iran has treated its missiles as a defense matter it will not negotiate, and its reported counter-proposals focused on nuclear issues, sanctions, and compensation without addressing missiles. US estimates put Iran's remaining missile stockpile and mobile launchers at roughly seventy percent of pre-war levels. Several analysts expect missile limits to fall away from what is achievable in the near term.

Iran has maintained that a ceasefire with the United States applies to all fronts, and it has tied the agreement explicitly to Lebanon, briefly suspending talks earlier in the month over Israeli operations there. After Israeli strikes on Beirut's southern suburbs, Iran fired missiles at central Israel, and Israel responded. Israel, which began the war alongside the United States but is not party to the memorandum, has described its campaign against Hezbollah as a separate and continuing objective and has linked any withdrawal from southern Lebanon to Hezbollah's disarmament. Its prime minister has said Israel is not bound by the memorandum while expressing appreciation for US assurances on enrichment, missiles, and proxies, and faces an upcoming election. For the ceasefire to hold on this front, Hezbollah would need to accept restraint, the Lebanese state would need to advance a disarmament it has struggled to deliver, and Israel would need to hold fire. Lebanon is widely seen as one of the more likely places for the truce to break down.

Each government has reasons to want an agreement now. The US president faces midterm elections in November and rising fuel prices, and the measures that have kept oil markets relatively calm, including strategic reserve releases and reduced demand, are reaching their limits, with reserves in many countries projected to run low by autumn. Iran's leadership faces inflation approaching seventy percent, restricted oil exports, and domestic strain, but has shown a willingness to absorb economic costs rather than be seen to concede. Iran's longstanding negotiating approach has been to prolong talks and seek concessions over time. Analysts also note that some of Iran's leverage, including the threat to Hormuz, may erode as Gulf states develop alternative export routes and as China, its main oil customer, bears the cost of disruption.

The most likely near-term outcome is that a memorandum is signed within days, remotely and without a ceremony, possibly around the margins of the G7 meeting in France, with Geneva the favoured venue and Vienna a fallback. The blockade would lift and the strait would reopen, though on terms Tehran will describe as preserving a continuing role rather than a full return to the past. Fighting would largely pause across the fronts, including Lebanon, at least for a time, and each side would present the result as a success in its own terms.
