The ceasefire between the United States and Iran has attracted analysis focused primarily on the immediate diplomatic standoff and on Iran's internal political reconfiguration. This report addresses a different set of questions. It examines the structural costs and second-order consequences of the conflict that have received less attention: the depletion of American missile stockpiles and its implications for deterrence in the Indo-Pacific; the expansion of the war into intelligence, information, and infrastructure domains; the erosion of the Western monopoly on space-based reconnaissance; and the growing unease among Gulf states about the bargain that underpins their security relationship with Washington.

The report also situates the Iran campaign within a longer historical pattern. From Kosovo to Vietnam, from Iraq to Afghanistan, the United States has repeatedly discovered that air power and economic pressure do not reliably translate into political compliance. The Iran conflict confirms rather than contradicts that pattern. What distinguishes this case is not the failure of coercion as such, but the specific mechanisms through which both sides have locked themselves into a reciprocal coercion trap — each side's pressure instrument reinforcing the other's resolve rather than breaking it. The analysis that follows explores these dynamics and their implications for regional order.

THE HISTORICAL PATTERN OF COERCIVE FAILURE

The assumption that overwhelming military force can rapidly alter a foreign government's strategic calculus is not new to the Iran campaign. It is a recurring feature of American strategic thinking, and it has a poor empirical record. In Kosovo, NATO's 1999 air campaign was expected to last days; it lasted seventy-eight. In Vietnam, Operation Rolling Thunder was designed to break Hanoi's will; it ran for three years without achieving that objective. In Iraq, the 2003 invasion achieved regime change but produced a decade of insurgency that the original war plan had not anticipated. In Afghanistan, twenty years of military presence, institution-building, and counterinsurgency ended with the Taliban's return to power within weeks of the American withdrawal.

The Iran conflict belongs to this sequence. As The Economist has argued, American leaders have repeatedly underestimated how foreign societies interpret pressure, honour, resistance, and humiliation. The gap between what Washington expected — rapid political concession under the weight of combined American and Israeli firepower — and what Tehran delivered — institutional continuity, diplomatic defiance, and asymmetric retaliation through the Strait of Hormuz — reflects a persistent analytical weakness: the tendency to project rational-actor models calibrated to American political incentives onto adversaries whose rationality operates within fundamentally different normative frameworks.

The Iranian case is instructive precisely because it combines several features that have historically defeated coercive strategies. The target regime possesses a revolutionary ideology that treats steadfastness under external pressure as both a strategic imperative and a source of domestic legitimacy. Its institutional architecture was designed from inception to absorb shocks — parallel governance structures, distributed command, and a security apparatus that tightens rather than loosens under stress. And its geography grants it a retaliatory instrument — Hormuz — that imposes costs not merely on the coercer but on the entire global economy. When these conditions converge, the coercer's problem is not insufficient firepower. It is that additional firepower does not produce proportionally additional compliance.

What distinguishes the current standoff from a conventional military stalemate is the structure of mutual pressure. Washington operates a naval blockade designed to strangle Iran's oil exports and force diplomatic concessions. Tehran operates a maritime disruption strategy through Hormuz designed to raise the global economic costs of the blockade until Washington concludes that the price of sustained pressure exceeds its value. Each instrument is calibrated to impose pain on the other side; each instrument, in practice, reinforces the other side's determination not to yield first.

This is coercive diplomacy in reverse. In the classical model, a stronger state threatens punishment to extract concessions from a weaker one. In the current configuration, both states are simultaneously attempting coercion. Washington wants to use the blockade to force Iranian flexibility on enrichment and the missile programme. Tehran wants to use Hormuz disruption to force Washington to lift the blockade as a precondition for talks. The result is a feedback loop: the blockade justifies Hormuz closure in Tehran's framing; Hormuz closure justifies the blockade in Washington's framing. Neither side can ease its pressure without appearing to concede, and neither side's pressure is sufficient to compel the other's concession.

The concept of a "reciprocal coercion trap" is useful here because it captures a dynamic that is distinct from mere stalemate. In a stalemate, both sides lack the capacity to advance. In a reciprocal coercion trap, both sides retain the capacity to escalate — and each escalation by one side strengthens the other's domestic justification for holding firm. The trap is self-reinforcing: the longer it persists, the higher the political cost of being the first to step back, and the greater the reputational investment each side has in demonstrating that its strategy is working.

The operational picture of the naval blockade is more complicated than official statements on either side suggest. While American forces have directed dozens of vessels to turn back and seized or boarded several Iranian or Iran-linked ships, enforcement has not been watertight. Vortexa estimates cited by RFE/RL indicate that at least thirty-four Iran-linked tankers bypassed the blockade between 13 and 21 April, and that approximately 10.7 million barrels of Iranian oil exited the blockaded area during that period. Lloyd's List similarly reported that at least twenty-six Iranian shadow-fleet vessels evaded the American cordon.

Iran's shadow fleet — a network of ageing tankers that operate under flags of convenience, switch transponders, conduct ship-to-ship transfers at sea, and exploit gaps in surveillance coverage — has been a feature of Iranian sanctions evasion for over a decade. The fleet's existence does not negate the blockade's economic impact, but it does complicate the assumption that maritime enforcement can produce an airtight seal. Every barrel that escapes extends Iran's economic runway and weakens Washington's argument that time is on its side.

The more significant pressure mechanism is not interception but storage. If the blockade prevents enough tankers from loading, Iran's onshore and floating storage capacity will eventually fill. Once storage is saturated, production must be curtailed. If wells are shut down for extended periods, some may suffer permanent pressure damage — an irreversible loss that raises the stakes considerably. This creates what one Hebrew-language economic analysis described as two ticking clocks: Iran's oil production and storage clock, which may force production cuts within weeks if the blockade tightens sufficiently, and the world's reserve clock, which measures how long global strategic petroleum reserves and alternative supply can compensate for Hormuz disruption before systemic economic damage becomes unmanageable.

There is also a dimension that military planners often underestimate: the insurance gap. Even if the United States were to launch strikes against Iran's coastal defence systems, fast boats, minelaying vessels, and missile batteries — options that CNN reported military officials are actively developing — reopening Hormuz is not purely a military problem. It is an insurance problem and a market-confidence problem. Commercial shipping decisions are driven not by whether a strait is militarily cleared but by whether insurers are willing to underwrite passage at affordable premiums. If shipowners and their insurers believe that Iran retains the capacity to strike vessels — even sporadically, even with degraded assets — the strait remains effectively closed to normal commercial traffic regardless of the military situation. The gap between military achievement and commercial confidence is one that no amount of firepower can bridge on its own.

The Iran campaign imposed costs on the United States that have received insufficient attention. CNN reported that American forces significantly depleted key missile stockpiles during the conflict, including at least forty-five per cent of Precision Strike Missiles, at least half of THAAD interceptors, nearly fifty per cent of Patriot interceptors, around thirty per cent of Tomahawk cruise missiles, and more than twenty per cent of long-range Joint Air-to-Surface Standoff Missiles. Replenishment timelines are estimated at three to five years, constrained by production capacity, supply chain bottlenecks, and competing procurement priorities.

These figures carry implications that extend well beyond the Middle East. The United States maintains a global posture predicated on the ability to fight or deter in multiple theatres simultaneously. If the Iran campaign has consumed a substantial fraction of precision-guided munitions — the very weapons systems that underpin American conventional deterrence against China in the western Pacific — then a campaign designed to demonstrate American strength may paradoxically have exposed American limits. Taiwan Strait scenarios, Korean Peninsula contingencies, and European reassurance all depend on munitions inventories that are now materially diminished. The strategic irony is sharp: tactical destruction in a secondary theatre came at the price of strategic vulnerability in the primary one.

This is a manifestation of what strategists call the resource diversion trap. Secondary campaigns consume assets that the principal theatre cannot afford to lose. The Iran conflict is not the first instance — the Iraq and Afghanistan wars similarly constrained American capacity for great-power competition — but it may be the most acute, because it occurred at a moment when the Indo-Pacific balance was already shifting and when American industrial capacity for munitions production was already strained. The depletion is not catastrophic in isolation, but its timing amplifies its significance.

The conflict has extended into domains that traditional military analysis tends to underweight. Bellingcat's open-source investigation identified at least eighty police stations or law-enforcement and Basij-related sites damaged or destroyed in the first three weeks of the air campaign. This finding raises uncomfortable questions. Police stations in Iran serve dual functions: they are instruments of state repression, but they are also the administrative backbone of civilian governance — processing identity documents, managing traffic, recording property transactions, and maintaining local order. Targeting them at scale suggests that the campaign's objectives may have extended beyond nuclear rollback or military degradation into the deliberate disruption of state capacity.

If that interpretation is correct, it carries serious implications. Degrading a state's repressive apparatus during wartime may be intended to encourage internal revolt or to make post-war governance harder for the regime. But it also risks creating ungoverned spaces, accelerating humanitarian crises, and establishing precedents that blur the legal distinction between military and civilian targets. When police stations are located in dense urban areas — as most are — the risk of civilian casualties rises substantially. The legal and ethical dimensions of this targeting pattern have not yet received the scrutiny they deserve.

The information domain has become equally consequential. The Economist reported that pro-Iran AI-generated propaganda networks accumulated more than one billion views on X in the first month of the war. The content was not crude agitprop of the kind associated with earlier influence operations. It deployed humour, Western cultural references, English-language rap, Lego-style animation, and anti-Trump satirical themes calibrated to reach global audiences on platforms where entertainment and political messaging are increasingly indistinguishable. This represents a significant evolution in information warfare: the deployment of culturally fluent, platform-native content designed not to persuade through argument but to shape sentiment through affect and entertainment.

China's role in the intelligence dimension deserves particular attention. While Beijing avoided overt military support for Iran, Chinese satellite firms moved to fill the gap created as American commercial imagery providers became more restricted in their coverage. The Economist reported that China launched more than one hundred and twenty remote-sensing satellites in 2025, bringing its total constellation to more than six hundred and forty — second only to the United States. This expansion marks the erosion of the Western near-monopoly on high-quality space-based intelligence. For decades, the ability to see the battlefield from orbit was an overwhelmingly Western advantage. That advantage is now being structurally contested. The implications extend well beyond the Iran conflict: any future theatre in which the United States seeks information dominance will confront a more crowded and commercially accessible orbital environment.

One of the most important long-term consequences of the conflict may be its effect on the security architecture of the Persian Gulf. For decades, the American military presence in the Gulf operated under an implicit bargain: the United States provided security guarantees and force projection capability; Gulf states provided basing access, diplomatic alignment, and — not incidentally — oil market stability. The Iran war has complicated that bargain by exposing a tension that was always latent but never so visible: hosting American forces may transform Gulf states from protected partners into potential targets.

Abdulkhaleq Abdulla's public statement that American bases in the UAE may constitute a burden rather than a strategic asset is significant not because it represents official Emirati policy — it may or may not — but because it articulates an anxiety that is widely shared across the region. If the American security umbrella draws fire rather than deflects it, then the calculus of hosting begins to shift. Gulf states may still want American weapons, technology, intelligence cooperation, and political backing. But they may become considerably more cautious about hosting the physical infrastructure of American wars — the forward-deployed aircraft, the naval facilities, the logistics hubs — that make them co-belligerents in conflicts they did not choose and whose strategic rationale is determined in Washington rather than Riyadh or Abu Dhabi.

Clingendael's assessment reinforces this reading: the war may gradually damage America's relationships with both Gulf states and European allies by demonstrating simultaneously a lack of protection — the campaign did not prevent Hormuz disruption — and a lack of consideration for allied economic interests. European importers have absorbed energy price spikes and supply disruptions that compound existing inflationary pressures. Gulf exporters have seen their primary shipping corridor destabilised. If the American campaign is perceived as having prioritised domestic political objectives over allied equities, the erosion of alliance cohesion may prove more consequential than any tactical outcome on the battlefield.

The paradox is sharp: a war fought partly to reassure allies about American commitment to regional security may instead have given those allies reason to accelerate the diversification of their security partnerships. The UAE's deepening defence ties with France, Saudi Arabia's interest in Chinese military technology, and Qatar's balanced positioning between Washington and regional competitors are not new trends, but the Iran conflict may have intensified the strategic logic behind them. Alliance systems are sustained not only by capability but by confidence, and confidence, once shaken, is slow to rebuild.

The nuclear dimension of the conflict has been extensively discussed elsewhere, but certain specifics merit closer examination for what they reveal about the structure of the disagreement. Iran reportedly possesses more than four hundred kilograms of uranium enriched close to weapons-grade levels. Washington's position is that this stockpile must be removed from Iranian territory. Tehran's position is that dilution inside Iran — reducing the enrichment level without surrendering the material — is the acceptable alternative. The difference is not merely technical. It encodes fundamentally different conceptions of sovereignty, trust, and reversibility.

The moratorium proposals illustrate the problem. The Economist reported that the United States initially demanded a twenty-year enrichment moratorium. Iran countered with five years. A subsequent proposal explored a ten-year ban followed by limited low-level enrichment. The gap between these positions is not merely numerical. A twenty-year moratorium, from Tehran's perspective, is functionally indistinguishable from permanent abandonment — it exceeds the political lifetime of any government and signals capitulation to an adversary that has already demonstrated its willingness to withdraw from agreements unilaterally. A five-year limit, from Washington's perspective, is too short to provide meaningful constraint and risks creating a clock that Iran can simply wait out.

The ten-year compromise sits in an uncomfortable middle ground. It is long enough to impose real constraint but short enough to be politically sellable in Tehran — provided it is accompanied by proportional sanctions relief and a credible guarantee against future American withdrawal. The problem is that no such guarantee exists. The 2015 Joint Comprehensive Plan of Action was precisely such an agreement, and the United States abandoned it in 2018 without offering a viable alternative. Tehran's negotiators are therefore being asked to accept constraints from a counterpart that has already demonstrated, within living political memory, that its commitments can be reversed by a single election. The enrichment arithmetic is inseparable from the trust deficit, and the trust deficit is, at this point, structural rather than incidental.

The aspects of the Iran conflict examined in this report — the historical pattern of coercive failure, the reciprocal coercion trap, the shadow fleet and insurance gap, the depletion of American munitions, the expansion of the war into information and intelligence domains, the alliance paradox in the Gulf, and the structural trust deficit in nuclear negotiations — collectively point to a conclusion that policymakers may find uncomfortable: the tools being used to manage this crisis are systematically mismatched to the problem they are meant to solve.

Military force has demonstrated its capacity to destroy but not its capacity to compel. The blockade has demonstrated its capacity to inflict economic pain but not its capacity to produce diplomatic compliance. Information warfare has demonstrated its capacity to shape narratives but not its capacity to determine outcomes. And alliance management has demonstrated its capacity to sustain coalition operations but not its capacity to prevent the erosion of allied confidence that prolonged conflict inevitably produces.

What this crisis demands is not more effective coercion but a different kind of strategic thinking — one that begins with the recognition that the relationship between additional pressure and additional concession has become deeply uncertain, and that the second-order costs of sustained confrontation may ultimately exceed the first-order objectives it was designed to achieve. The missile stockpiles consumed in the skies over Iran cannot be replaced in less than half a decade. The alliance relationships strained by the campaign's economic externalities may take longer still. And the precedents set — in targeting, in information warfare, in the erosion of intelligence monopolies — will shape the strategic environment for conflicts that have not yet begun.

This article examines the U.S.–Iran ceasefire not as a path to peace, but as a fragile pause in a wider coercive confrontation. It argues that American air power, naval blockade, and economic pressure have damaged Iran but failed to force political compliance, while Iran’s disruption of the Strait of Hormuz has turned the conflict into a global energy, security, and alliance crisis.  The article highlights the hidden costs of the war, including U.S. missile-stockpile depletion, the limits of military coercion, the rise of Chinese satellite intelligence, AI-driven propaganda, and growing Gulf doubts about reliance on American security guarantees. Its central argument is that both sides are trapped in a reciprocal coercion cycle, where each pressure tactic reinforces the other side’s resolve rather than producing compromise.

No War, No Peace

The two-week ceasefire agreed between the United States and Iran on 8 April 2026, mediated by Pakistan, has reduced the immediate temperature of the most dangerous crisis in the Middle East since the 2003 Iraq invasion. It has not, however, resolved the underlying dispute. After 49 days of air operations, a naval blockade of Iranian ports, the assassination of Supreme Leader Ali Khamenei, and an estimated $270 billion in damage to Iranian infrastructure, the conflict has entered a phase that is best understood as an armed pause rather than a durable political settlement.

The first round of direct negotiations in Islamabad on 11–12 April — led by US Vice President JD Vance and Iranian parliamentary speaker Mohammad Bagher Ghalibaf — ended after 21 hours without agreement. Iran refused to accept Washington’s demands for a complete halt to uranium enrichment and the dismantling of major enrichment facilities. The United States, for its part, maintained its naval blockade of Iranian ports even as talks were under way, a step Tehran characterised as a violation of the ceasefire’s spirit. On 18 April, Iran closed the Strait of Hormuz for a second time, citing the continued blockade. The situation remains acutely unstable.

This analysis examines what the ceasefire reveals about the strategic dynamics of the conflict, assesses the internal political shifts within Iran that are reshaping its decision-making, and explores three plausible scenarios for the next phase. It draws on publicly available statements by senior officials on both sides, institutional assessments from the IEA, IMF, and CSIS, and recent reporting from multiple international outlets.

Much of the debate around the war has been distorted by a false binary: either Iran is on the verge of capitulation, or it is somehow emerging triumphant. Neither reading is persuasive. The more accurate picture is that Iran has absorbed severe punishment without collapsing — but at enormous cost and with no clear path to reversing the damage inflicted on its military, economic, and political infrastructure.

The scale of destruction is significant. US and Israeli air operations targeted oil and gas facilities, petrochemical plants, steel and aluminium factories, military complexes, bridges, ports, railway networks, power stations, and water desalination plants. The Iranian government has assessed total war-related damage at approximately $270 billion, a figure likely to rise as assessments continue. The National Petrochemical Company suspended all petrochemical exports on 16 April, citing the need to stabilise domestic supply. The Iranian rial has weakened sharply, inflation has accelerated, and internet shutdowns have compounded the economic disruption.

Yet the Iranian state has not fractured. Government institutions continue to function. The security apparatus has tightened control rather than lost it. And Tehran’s diplomatic posture — while constrained — has not shifted toward unconditional concession. Ghalibaf has been explicit: “We insist on some issues which are non-negotiable for us.” Iran’s Foreign Ministry spokesperson, Esmaeil Baghaei, confirmed that Tehran “based on its needs, must be able to continue enrichment.” Iranian officials have also communicated through Pakistan’s army chief that the missile programme lies outside the scope of any potential deal.

This resilience is not the same as strength. It reflects, rather, a system that has been built over four decades to absorb external shocks, suppress internal dissent, and maintain institutional coherence under conditions of extreme stress. The critical question is not whether Iran has been hurt — it plainly has — but whether the level of pain is sufficient to produce the kind of concessions Washington is seeking. On the evidence available, the answer appears to be: not yet, and perhaps not through military and economic pressure alone.

2. PRESSURE HURTS IRAN, BUT NOT FAST ENOUGH

The economic dimension of the crisis is central to understanding both sides’ calculations. The US naval blockade of the Strait of Hormuz, imposed on 13 April, has effectively severed Iran’s access to international maritime trade through the Persian Gulf. Over 10,000 US personnel, more than a dozen warships, and dozens of aircraft are enforcing the operation. Iran is losing an estimated $400 million per day in lost revenue. No commercial vessel has successfully breached the blockade.

Analysts cited by Reuters have estimated that Iran could withstand a complete halt in oil exports for up to two months before being forced to curb production, with one estimate suggesting that 40 days of sustained blockade could degrade wellhead pressure in several major fields to the point of permanent damage. If that assessment is correct, the blockade imposes a real but not immediate existential threat — one that creates urgency within Tehran but does not compel capitulation on a timeline convenient for Washington.

This is why the crisis increasingly resembles a pain-tolerance contest. Tehran appears to calculate that even if the Iranian economy suffers, the broader regional and global economy may suffer faster and more visibly. The International Energy Agency described the situation as “the greatest global energy security challenge in history.” The IMF has warned that a prolonged disruption could push the global economy toward recession. Oil prices have surged, shipping routes have been disrupted, and commodity prices — tungsten rising over 50 per cent, sulfuric acid up 30 per cent — have reflected the scale of the shock.

Iran’s leverage, in other words, lies not in its ability to win militarily but in its capacity to impose costs on the wider system. If forty days of sustained pressure did not produce Iranian concessions on enrichment, missiles, or regional posture, it is unclear what an additional forty would achieve — unless the United States is prepared to accept a much longer campaign with the global economic consequences that would entail.

3. HORMUZ: THE STRATEGIC AND NARRATIVE BATTLESPACE

The Strait of Hormuz sits at the centre of the crisis, functioning simultaneously as a military chokepoint, an economic lever, and a narrative battlespace. Approximately 20 million barrels of oil per day — roughly 20 per cent of global seaborne oil trade — transit its two unidirectional sea lanes under normal conditions. Iran initially restricted passage on 28 February 2026 in response to the US–Israeli air campaign. It briefly reopened the strait during the ceasefire before closing it again on 18 April, citing the continued US blockade.

There is a significant legal and definitional dispute at the heart of this standoff. Iranian officials and some legal analysts have argued that Tehran did not formally blockade the strait but rather exercised sovereign rights within its territorial waters and exclusive economic zone, including suspension of innocent passage under conditions of armed conflict. Whether one accepts that interpretation in full is less important than the strategic implication: the struggle over Hormuz is not only about ships. It is about who defines the situation, who appears to be the aggressor, and who claims the role of defender of international order.

Ghalibaf has spoken in maximalist terms: “The Strait is under the control of the Islamic Republic.” He has also warned that “if they do not abandon the blockade, traffic in the Strait will cease entirely.” Yet Tehran has simultaneously attempted to present itself as responsible: reopening the strait during the ceasefire and attributing its second closure to American provocation. This dual posture — claiming both restraint and escalatory capacity — is central to Iran’s strategy. Tehran wants the political value of appearing both responsible and dangerous, positioning itself as a state that is not destroying order but demonstrating that order cannot be sustained without its cooperation.

The global consequences of the Hormuz dispute extend well beyond Iran and the United States. Gulf Arab states, which depend on the strait for the overwhelming majority of their hydrocarbon exports, have a direct interest in its reopening but limited leverage over either party. European and Asian importers are absorbing price increases and supply disruptions that compound existing inflationary pressures. The longer the standoff persists, the greater the risk that energy markets undergo structural reconfiguration — with importers accelerating diversification away from Gulf supply, and producers investing in alternative export routes. Paradoxically, Iran’s demonstration of Hormuz’s vulnerability may accelerate the very trends that would diminish the strait’s future strategic value.

4. THE INTERNAL POWER STRUCTURE IS HARDENING

The war has accelerated what may prove to be the most consequential political transformation in Iran since the 1979 revolution. The assassination of Ali Khamenei on 28 February destroyed the system of competitive oligarchy that had given the Islamic Republic its peculiar resilience — balancing clerical authority, elected institutions, and the security apparatus in a deliberately ambiguous arrangement. What has replaced it is qualitatively different.

On 8 March, the Assembly of Experts selected Mojtaba Khamenei, the late supreme leader’s son, as his successor — a decision driven largely by IRGC insistence on expediency during wartime, despite Mojtaba’s limited religious credentials. US intelligence assessments, as reported by the Washington Post, have concluded that a weakened but more hardline government is consolidating power in Tehran, backed by the Revolutionary Guards. Informed sources indicate that a “military council” of senior IRGC officers now exercises effective control over core decision-making, enforcing a security cordon around the new supreme leader and filtering the information that reaches him.

The appointment of Mohammad Baqr Zolqadr as secretary-general of the Supreme National Security Council and the return of Mohsen Reza’i — the IRGC’s commander throughout the 1980–88 Iran–Iraq War — as military advisor to the supreme leader underscore the trend. The Foreign Policy analysis describes the emerging structure as a “post-clerical era” in which military-security logic, rather than religious doctrine, drives governance. IRGC Commander Ahmad Vahidi has reportedly insisted that all critical leadership positions be decided by the Guards.

This internal shift has direct implications for diplomacy. Iranian negotiators may still explore formulas for de-escalation, but their political room to manoeuvre is narrower than at any point since the 1990s. Every diplomatic gesture must be defended before a security establishment that views compromise as vulnerability. Ghalibaf’s framing reflects this constraint: “The enemy has not abandoned his enmity. The enemy is certainly in ambush, certainly seeking to inflict harm.” Diplomacy is being presented not as reconciliation but as another arena of struggle — resistance by other means.

The implications extend beyond the current crisis. If the IRGC’s consolidation of power proves durable, external actors will be dealing with a fundamentally different Iranian state — one in which the residual checks and balances of the Islamic Republic have been replaced by a military-security apparatus less susceptible to popular pressure, less constrained by clerical deliberation, and more inclined to view the international environment through the lens of permanent threat. That does not necessarily make Iran more aggressive in the near term — a weakened state may calculate that restraint serves its interests — but it does make the system less transparent, less predictable, and harder to engage through conventional diplomatic channels.

The Islamabad talks exposed the depth of the gap between the two sides. The 300-member US delegation arrived with maximalist demands: zero enrichment, dismantlement of major nuclear facilities, removal of Iran’s stockpile of highly enriched uranium, and comprehensive restrictions on the missile programme. Iran’s 70-member team, for its part, proposed a 10-point framework that initially attracted American interest before Washington introduced what Tehran described as excessive additional conditions.

The fundamental disconnect is not technical but political. Washington appears to believe that the severity of the military campaign has created a coercive opportunity — that Iran, having been badly hurt, will eventually accept terms it would have rejected before the war. Tehran appears to believe the opposite: that it has survived the worst the United States and Israel could inflict, and that endurance itself constitutes a form of leverage. Ghalibaf has put it plainly: “We made progress in the Islamabad negotiations, but the gaps are wide and some fundamental points remain.”

This perception gap is not secondary. It is the core problem. Each side’s reading of the situation leads it to expect the other to move first. Washington believes pressure should produce Iranian flexibility. Tehran believes survival should earn American restraint. Neither has yet offered the other sufficient reason to revise its position.

Sequencing compounds the difficulty. Iran insists on step-by-step implementation with reciprocal compliance at each stage: “It should not be that we fulfil our commitments but they do not.” Given the history of the 2015 JCPOA — which the United States withdrew from unilaterally in 2018 — Tehran’s distrust of American commitment has a concrete empirical basis. Washington, for its part, distrusts Iran’s capacity to comply with any agreement in good faith, particularly given the IRGC’s expanded role in governance. The result is a negotiation in which both sides want a deal but neither is willing to absorb the political risk of being seen to make the first significant concession.

6. WHY ESCALATION MAY NOT PRODUCE THE EXPECTED RESULTS

A further complication is that Iran may not be drawing the lessons that Washington expects from the conflict. There is a strand of analysis within Tehran’s strategic community that reads the broader regional pattern — including Russia’s war in Ukraine — not as a cautionary tale about the futility of resistance but as evidence that time favours endurance over compromise. If states can absorb severe punishment and survive, the argument goes, then the coercive value of military superiority is inherently limited.

This perspective carries significant implications. If Iran concludes that sustained pressure can be weathered, then the psychological foundations of deterrence weaken. Iran faces two opposite historical risks simultaneously: what might be called the “Herat Syndrome” — conceding gains prematurely out of exhaustion, as nineteenth-century Iranian rulers did under British pressure — and the “Faw Syndrome,” recalling 1986–88, when Iran captured Iraq’s Faw Peninsula but refused to trade territorial gains for a political settlement, ultimately accepting ceasefire terms far worse than those available earlier. The question for Tehran’s decision-makers is whether this moment demands the discipline to negotiate from a position of perceived strength or the realism to recognise that delay may erode whatever leverage remains.

In this outcome, neither side achieves its ideal settlement, but both secure enough to justify de-escalation. Iran would preserve enrichment in principle but accept limits on levels, volumes, and verification. The United States would lift the naval blockade and relax some sanctions in stages. Israel would halt strikes. This scenario requires both sides to abandon maximalism: Washington accepting that zero enrichment is unrealistic, and Tehran accepting that unlimited enrichment is non-negotiable for the other side. Pakistani mediation, combined with pressure from Gulf states concerned about prolonged energy disruption, could facilitate movement. The probability is moderate but depends entirely on whether the IRGC-dominated system can sell such an agreement internally without it appearing as capitulation.

Scenario Two: Prolonged ceasefire erosion. 

This may be the most plausible near-term path. The ceasefire holds nominally. Talks continue through intermediaries. Public optimism rises and falls. Yet the underlying structure deteriorates. The US blockade remains in place. Iran maintains its capacity to disrupt Hormuz. The Houthis and Hezbollah continue low-level operations. Neither side crosses the threshold that would trigger formal resumption of hostilities, but neither moves far enough to create a durable framework. This is unstable precisely because it can appear manageable: a “new normal” in which apparent calm masks a deteriorating structure. The risk is not dramatic collapse in a single day, but gradual corrosion until a localized incident — a boarding, an interdiction, a drone strike — triggers a cycle that neither side fully controls.

Scenario Three: Renewed and widened confrontation. 

If negotiations fail and maritime pressure hardens, the next round may not remain confined to one arena. Hormuz could become more tightly contested. Gulf energy infrastructure could return to the target set. The Houthis could intensify attacks on Red Sea shipping. Iran’s regional proxy network, while diminished, retains the capacity for asymmetric escalation. This is the scenario most likely to demonstrate that military superiority does not equate to strategic control. It would also be the scenario in which Iran, even while materially weaker, could claim symbolic victory simply by surviving a prolonged confrontation with the world’s most powerful military. The global economic consequences — an extended disruption to 20 per cent of seaborne oil trade — would be severe and would test the political sustainability of the US approach across allied capitals.

The central lesson of this crisis is uncomfortable but unavoidable: Iran can be hurt badly without being compelled to surrender. The United States and Israel have demonstrated overwhelming military superiority, inflicted hundreds of billions of dollars in damage, eliminated Iran’s supreme leader, degraded its conventional military capacity, and imposed a naval blockade that costs Tehran $400 million per day. Yet the Iranian state has not collapsed, its negotiating position has not fundamentally shifted, and its internal power structure has consolidated around actors who view compromise as existential risk.

Iran, for its part, is not entering this phase as a winner in any conventional sense. Its economy is under unprecedented strain. Its military capabilities have been severely degraded. Its people are bearing costs that the leadership did not choose and cannot easily mitigate. But the system is not acting like a defeated state. It believes it retains leverage through Hormuz, endurance through institutional depth, and legitimacy through the narrative of resistance.

The most important question is no longer whether further escalation is possible. It is what escalation would actually achieve. The conflict has reached a point where the relationship between additional military pressure and additional political concessions has become deeply uncertain. More force may produce more destruction, but there is diminishing evidence that it would produce the strategic outcome Washington seeks.

That is why the decisive question for policymakers on both sides is whether they are willing to trade coercive ambition for a narrow, imperfect, but stabilising agreement — or whether the logic of escalation will prove more compelling than the logic of compromise. For now, Ghalibaf’s assessment remains the most accurate description of where the crisis stands: “We made progress, but the gaps are wide and some fundamental points remain.” The war has paused. The argument has not.

These inputs are foundational to agricultural production cycles, meaning today’s disruptions translate into tomorrow’s food shortages. For Central Asia, this matters deeply. Despite being landlocked and geographically removed, the region is tightly embedded in global commodity flows.

For Kyrgyz farmers, these global tremors are felt not as distant geopolitical events, but as immediate constraints on production and livelihoods.

This article argues that the meeting did not collapse in a conventional sense; rather, it revealed a structured deadlock. Washington appears to have approached the talks expecting pressure to yield concessions, while Tehran arrived convinced that endurance, maritime leverage, and time remained on its side. This allowed Iran to present itself as open to diplomacy without appearing concessionary. Lebanon and the wider regional front introduced yet another layer of complexity. The ceasefire question was never insulated from developments elsewhere. If violence continued in Lebanon or if broader regional escalation remained unresolved, then even limited U.S.–Iran understandings would struggle to hold. Islamabad was therefore not a self-contained bilateral negotiation. It was a diplomatic episode embedded in an unfinished regional war.

The deepest obstacle in Islamabad was not procedural. It was perceptual.

The United States appears to have entered the talks assuming that Iran had been weakened enough by the conflict to accept major concessions. Iran appears to have arrived with the opposite conclusion. From Tehran’s perspective, it had survived the pressure, retained the ability to retaliate, and demonstrated that it could still impose wider costs, particularly through Hormuz and regional instability.

This mismatch matters more than any single technical dispute. Negotiations are rarely successful when both sides think the balance is moving in their favor. In such circumstances, flexibility is seen not as prudence but as unnecessary retreat. That is precisely the pattern Islamabad exposed.

The United States seems to have negotiated from the logic of pressure-backed ultimatum. Iran seems to have negotiated from the logic of resilience-backed resistance. Neither approach leaves much room for fast compromise. One expects capitulation. The other aims to avoid any appearance of it.

That is why the talks could be serious without being productive. The problem was not the absence of discussion. It was the absence of shared strategic recognition.

Diplomacy and Deterrence in the Iranian Approach

One of the most revealing aspects of the meeting was the way Iranian discourse framed diplomacy itself. Tehran did not present negotiations as an alternative to resistance, but as one instrument within a broader strategy of statecraft. Diplomacy, in this understanding, sits alongside deterrence, battlefield endurance, and political signaling. It is not a retreat from confrontation but a different arena in which confrontation is managed.

This helps explain why Iranian rhetoric repeatedly linked the talks to sovereignty, wartime gains, and historical continuity. The message was not that Iran needed an agreement. It was that Iran was willing to test whether an agreement could be reached on acceptable terms. That is a crucial distinction. A state that sees negotiations as optional leverage behaves very differently from one that sees them as urgent necessity.

This also helps explain why trust was such a central issue. Iranian statements repeatedly stressed that experience, not ideology alone, shaped their caution. If Tehran believes previous agreements were not honored, then technical compromises become politically dangerous unless backed by strong guarantees. In that environment, ambiguity favors caution, and caution favors deadlock.

Pakistan did not broker peace in Islamabad, but it achieved something important. It positioned itself as a credible intermediary at a moment when the conflict required more than military de-escalation language and less than a full settlement. Its achievement was process-oriented rather than outcome-oriented.

That should not be underestimated. In many crises, the first diplomatic success is not agreement but prevention: preventing a return to immediate escalation, preventing public collapse of dialogue, and preventing the parties from losing the channel altogether. Pakistan appears to have delivered that narrower but meaningful outcome.

Just as importantly, Pakistan emerged from the round with enhanced diplomatic visibility. It demonstrated that it could convene, facilitate, and politically protect a high-risk meeting between adversaries under intense international scrutiny. That does not mean Pakistan can solve the substantive disputes. But it does mean that future rounds are now more likely to involve its continued presence, or at minimum the diplomatic architecture it helped establish.

Measured narrowly, the talks failed. No deal was signed. No major dispute was resolved. The gaps on enrichment, Hormuz, sanctions, and regional security remained intact.

Measured more carefully, however, Islamabad still achieved several things. It confirmed that high-level direct engagement remains possible. It clarified the main issues preventing progress. It preserved the logic of further mediation. And it exposed the fact that the crisis is now being negotiated on far broader terrain than before.

Perhaps most importantly, it dispelled illusions about speed. Any expectation that a single intense round could resolve issues this politically loaded was unrealistic from the start. The meeting made that plain.

The most likely short-term outcome is not a grand settlement but a continued search for an interim political formula. Another round of talks remains plausible, especially because neither side appears eager to return immediately to large-scale war. A short principles document, ceasefire extension, or framework agreement may therefore be more realistic than a detailed comprehensive accord.

That said, the risk of renewed escalation remains real. The core disputes are unresolved. The ceasefire is fragile. Third actors and regional fronts remain unpredictable. If either side concludes that diplomacy is strengthening the other’s position more than its own, the temptation to revert to military pressure will grow quickly.

Much will therefore depend on whether the strategic perceptions that blocked Islamabad begin to shift. If Washington continues to believe that more pressure can still produce surrender, and Tehran continues to believe that endurance and leverage are enough to outlast pressure, diplomacy will remain stuck in a cycle of engagement without resolution.
